Animal control

The main goal of a by-law on animal control is to make sure that everyone’s safety is respected and to offer guidelines regarding animal care and rules to follow. Here is a brief summary of the by-law Arrêté 2018-04 – Arrêté sur le contrôle des animaux sur le territoire de la Communauté de Haut-Madawaska (the by-law is written in French).

Every guardian has to make sure his animal always has food and water, a shelter adapted to its bread, as well as the necessary care to ensure its health and well-being. Dog owners also have the responsibility to ensure an appropriate surveillance to prevent their dog from wandering, biting or disturbing the neighborhood’s peace. Additionally, the guardian must clean and dispose of excrement in the most hygienic way possible. It is forbidden to bring your animal in a public environment.

Please note that having more than two dogs is considered a kennel.

About the license: it is valid for the year during which you buy it (from January 1st to December 31st of the current year). A youth can request a license for a dog, but he or she must be accompanied by an adult for the request to be accepted and approved.

The information required when purchasing the license is:

  • Full name, phone number and address of the guardian
  • Bread, age, color and name of the animal
  • Proof of rabies vaccination

The locket must be worn by the dog at all times and can’t be transferred to another dog. It can’t be altered more than the normal use.

Please note that the Community of Haut-Madawaska has the right to make a census, that is, a door-to-door survey to establish a complete inventory of the dogs on its territory.

If a wandering dog is caught by the animal control service, the pound will contact the guardian if the dog is registered and they will have 3 days to come pick it up. If the guardian has not come to pick the dog within 3 days, it will be euthanized, put up for adoption or sold. If the dog is not registered, the pound will post a picture of the animal on social medias and the guardian will have 3 days to claim it and prevent it from being euthanized, put up for adoption or sold. The guardian is responsible for the pound’s charge.
